I saw some discussion of this a while back. The plan was to install GPS units in vehicles or require manufacturers to install them in new vehicles. Governments would then determine the miles driven and tax accordingly.GPS and vehicles raises privacy concerns that have yet to be completely addressed. To my knowledge, no state has yet instituted such a tax and it is presently only a matter for discussion.

There are these cars here in Portland, Oregon, and I really want one. But I'm curious what the top speed on electronic car is. The cars here are called ecomotion, but they are just electronic cars.Anyone know?

You have to be more specific. There are electric cars with top speeds of 25 mph and others with top speeds of 125 mph.The primary electric car sold at Ecomotion is the ZAP Xebra. It has a top speed of about 40 mph (owners have said it's somewhere between 35-40 mph in reality).

Regarding the other suggestions - as you note, the Xebra can only go 40 mph, the Nano will not be available in the US, the cityZENN will cost over k, as will the Chevy Volt. The Triac is surprisingly affordable - the cheapest highway speed EV that will be available for at least the next few years.
